Support At Home Personal Care Fees: What Changes from October 2026?

From 1 October 2026, the Australian Government will fully fund personal care services under Support at Home. Showering, dressing and continence care will move from the independence category to clinical care. If personal care is in your support plan and you have available funding, there will be no out-of-pocket contributions for these services. Fees still apply for cleaning, transport and other non-clinical care. No new assessment is needed.

What Changes From 1 October 2026?

Personal care will move from the Support at Home Independence contribution category to Clinical supports from 1 October 2026.

This removes the means-tested participant fee for these essential daily tasks, making day-to-day support more affordable for older Australians.

Which Personal Care Services Will Be Fully Funded?

If you or a loved one needs help with your daily routine, a range of essential tasks will be fully covered. From 1 October 2026, the government will fund:

  • Showering and bathing
  • Dressing and undressing
  • Continence support and toileting assistance
  • Help with eating and keeping up with personal hygiene
  • Assistance with taking daily medications

Keep in mind that this change applies specifically to personal care tasks. Other types of household help will still require a contribution.

Do We Need to Have a New Assessment?

No, you do not need a new aged care assessment. If you have already been approved for personal care and have available funding in your Support at Home budget, the new funding rules will apply automatically.

You will not need to fill out any new forms to receive this benefit. Your care plan continues as normal, and your home care provider will simply update how they bill you for these services.

What About Other Services Like Respite or Cleaning?

You will still need to pay means-tested contributions for other services.

It is always a good idea to check how billing changes affect your specific package. Here are three practical steps to take:

  • Confirm your support plan: Check with your provider that personal care is officially included in your current plan.
  • Ask about other fees: Clarify exactly what you will still pay for other services.
  • Review your October invoice: Ensure personal care no longer appears as a participant contribution for services delivered from 1 October.

How This Fits into the Bigger Aged Care Reform Changes

Support at Home replaced the Home Care Packages program in November 2025. The program uses specific service categories to determine what the government pays for and what participants contribute.
